"You must Unlearn what You have Learned"
Why people recommend it
Eric Bogatin's AltiumLive talk challenges inherited PCB rules, cited for why mixed-value decoupling capacitors are outdated with surface-mount parts and why signal-layer ground pour can hurt.
Watch for: decoupling from about 33:07 and copper pour at 40:23
In their words
Eric Bogatin has a particularly good explanation of this topic in his Altium Academy video "You Must Unlearn What You Have Learned." Look for the section titled "Copper Pour After Routing" that begins at 40:15.

I always poured ground on both layers of the PCB, I believed "the more the ground the better", but Recently I started watching altium live presentations, and I came across this video gem to 40:23,.

I have come across various suggestion about that it is legacy design, and that these capacitors should be replaced by only one because of anti-resonance problem.
